First thing you need to do is go to the Construction terminal and buy a blueprint book and blueprints for Light Power Cells.

That is, if you plan to craft them yourself.

Next you have to craft or get 10 Light Power Cell. You can get the materials to craft Light Power Cells from the Scout bots right outside the base. It's called Low Grade Power Supply, and it takes 8 of them.

Once you have those 10 Light Power Cell, come back to me and I can give you a Spear Mk.I for them.
